  1. When landlords don’t pay water bills, tenants get shut off without warning or recourse. Landlords don’t live there, so they can ignore bills and keep their own water in their homes in the suburbs or wherever they live. When water is shut off, Child Protective Services can take your children from you. Both parents and children become refugees. The overall effects of shutting off tenant water are a bit like literally bombing people.
